During ovulation (when you release an egg) your vagina has more moisture. This happens about 2 weeks before your period and that mucus is what sperm needs to swim through your cervix to the egg. So its common for you to be drier at other times. To improve the dry times, have longer foreplay; 30mins or more before sex. Even better if you can climax before sex through oral etc.

All else being equal, it is probably hormonal. Pay attention and you may notice that it is particular weeks in relation to your cycle that are consistently the same each month.
