He knows I like him and he says he likes me too but he won't do anything about it. We know everything about eachother already and I just want him to ask me out. He is just so clueless about this even though we talk about it all the time over text. How do I get him to ask me out?

The easiest thing would be to ask him out yourself. I know it's traditional for boys to ask girls out, but some boys are just too shy or too clueless as you said.
If you really want him to be the one that does the asking, then you'll have to drop major hints. But boys don't take very well to hinting, so you may well have to tell him straight. If you text him a lot, you could take it one step further and tell him what you want. But if he already knows you like him and you discuss it a lot, then there's not much more you can say! I think the best thing would be for you to ask him. Good luck.
