 It's probably one of these three options or a combination of them:
a) he's got a small penis
b) you were too wet to feel him
c) the position isn't right for the angle of his penis in combination with the shape of your vagina
Solution: Next time you have sex, LOOK at his penis to see what size he is. Changing the position will probably do the trick to help you out in either case.
Oh, it could also be option d) he was nervous and didn't get a full erection

If yes to both, maybe keep looking for someone whose physically more compatible. Doesn't mean he is "too small" or you are "too big," just that you aren't compatible.
