 Your instincts may be right, but think about it from his point of view - is he insecure? is he brash or shy?
Do you perhaps think that maybe he isn't completely sure you're into him as much as he is to you ... perhaps he thinks it's too good to be true? It has only been a month, and thats not long enough to be completely sure in the other person's feelings.
Only he knows though, maybe try and talk to him, if it is what I think then reassure him that you're interested in him and only him.
