I would do what someone else suggested already...kiss him on the cheek, move back a tiny bit and look at him and hopefuly if he has the guts he will kiss you back...on the lips.
Or you know how when you cut the birthday cake and if you touch the bottom people sometimes joke that you have to kiss the boy closest? well you could set up one of your friends to say that and make sure he is right next to you when you cut it...so then you have an excuse to kiss him?

 the excitment in a first kiss. people plan too much. flirt. when talking to himplay with ur neck or necklace, run ur fingers through ur hair and pass him a few shy smiles.
softly brush past him that you catch his hand turn to catch him looking at you show him suttle inviting eyes.
if none of these work then tell him you want to kiss him.

reader, anonymous, writes (12 January 2007): I like the idea where you stand close and gaze from his eyes down to his lips slowly- stand there a second and then walk away- monitor his reaction after you have looked at his lips in that seductive way for a bit and if he pulls back or looks frightened you didnt do anything! haha cause oyu walked away- but walking away could also be tempting for him- theres a way to see some of his psychology slip by his immediate reaction to you looking like you wil kiss him but leaving- monitor that and he may go after you etc.

 I had the exact same problem with a guy I was seeing before Christmas. He was shy and I was unsure about making the first move because he kept blowing hot and cold and I was never convinced he liked me. The way I got round it was when we were saying goodbye I kissed him on the cheek, but kind of low down and close to his mouth. Then I pulled back just slightly and looked at him and then he kissed me on the lips. It was great because really he took the risk and I just had to sit back and enjoy the unarguably best kiss of my life!! Hope this helps.

 Make sure he like's you, don't think make sure he likes you.. it's a thing you do together not one person pushing... let him do the work.. give him hint's that you like him, and if he likes you he would kiss you..

 If you stand very close to him, look him in the eyes, and then allow your gaze for lower and stop on his lips, it's an almost guarented way to get a kiss. And he will probably think it is all his idea.
Or you could walk right up to him, grab his face in your hands, say "It's my birthday!" and plant one right on him. When your done, say "Thanks for the present!"
Just ideas.
