While we were out of town at an event we ran into some guys we knew... well, my friend knew them =P they were across the street, and on their way to eat, so they didn't talk for very long, and didn't bother to cross the road. there was this one guy i had never met, he was totally good looking. so of course i smiled, but didn't say hi or anything though. he smiled back... i got butterflies so bad. he kept looking at me (for long moments at a time) smiling, then looking down... i was doing the same (at least me friend said i was, i was too engrossed to remember lol) he did it well over 5 times. His hands were in he pockets and he kept shifting. My friend asked them what they were doing, they said going to lunch, and she asked if they were paying (she said it jokingly, implying we were just going to come along as well) and he smiled and nodded, answering her question. He was looking at her when he said it, but he kept looking back at me... i can't stop thinking about him... he had the most magnetic smile, i'm so i love =P haha. Anyways, to get to the point of this question... do you think he was flirting with me or just trying to be nice and pay attention to me because i was the only one not talking to anyone? (he wasn't talking to anyone either by the way)

from what you've said, and what i know about body language, it sounds like he was flirting with you m'dear.
the 'general interest' is there on both parts, now it's time to put it to work. next time you see him go over and say hi, introduce yourself, talk about the rodeo you were just at, or w.e. You'll know within a few minutes if the two of you have anything in common, and just let it go from there ... =)

Sounds to me as though he was flirting with you, it sounds so dreamy. I think men do that, you know, give you that sort of glance to see if you are interested in him back.
