This is completly normal and not a medical issue u need to use more foreplay for moistness and in some case a lubricant is required this will help a lot also try sensual massage and nice bath to relax her

I am tight also and have not yet had sex. My annual exams have been a bit on the painful side because of this, but I was told that using a vibrator would help. I guess doing it yourself hurts a little less and would help to stretch the skin to make it more comfortable for her. I have not tried this since I'm still waiting on the right guy, but it sounds quite reasonable and I would try it when the time comes. She may also consider drinking a beer or two to loosen up the nerves a bit before hand...NOT DRUNK.
