He's undecisive about what he wants out of the relationship and due to us being together we have both got into more debt. What do I do ?

Get over him and go out with someone else. When you're 18-21 you shouldn't be afraid to dump a guy because he farts in front of you too soon, or sneezes at the wrong time.
In fact, when you eventually meet someone 7-10 years down the line that you can have a lasting meaningful relationship with, if you know what you like and don't in a boyfriend it will be easier to recognize Mr. Right when he comes to you, and if you "travel the countryside" a bit than you won't be asking yourselve is it right? What if? And, is this the one?
You'll be comfortable in your choices if you gain some experience, don't be afraid to make mistakes... just make sure you learn from them.
