I wouldn't worry... Most hairdressers I've known are pretty "touchy feely" and sometimes give me scalp rubs or shoulder rubs or whatever. It doesn't seem to vary from male to female. Unless you sense he's coming onto you or it makes you uncomfortable, I would just assume he's being friendly. He's already touching your head a lot while cutting your hair. Some people are just touchy feely. Obviously if it starts to make you uncomfortable, you can always just tell him it does. This might make future haircuts awkward though.
