Ok, here is the red flag that I see that no one else has touched on; she is currently seeing someone! and he is much much older!
First of all, she shouldn't be with a 17yr old is my opinion, but anywho......
Did you two kiss while she was with him? That makes me a little wary of the type of girl she is. I am just completely against cheating, in any form.
If you kissed her before she started seeing this guy, then I think you need to ask yourself why she decided to go out with him instead of you.
I would leave things be if she is seeing someone, I'm pretty sure you don't want to be upsetting a 17yr old guy (assuming he is bigger than you)
When and if she stops seeing him, then just find her alone sometime, maybe in the school hallway, maybe walk her home from school, hell you can even write her a letter (not a note, an actual letter) that tells her you have fancied her for a while and would like to go out with her.
But if she is in a relationship already, then I would be patient and hold off on being the "other guy".

Just get together with her and make sure it's just you two alone. Tell her exactly how you feel and ask her out. Since you've already kissed her, she probably does like you. Just ask her out and yes you'll be nervous but once you get to talking to her, you won't be nervous anymore. I promise you. Just go for it. Good luck.
