You didn't say if it is friendship you want or more. A lot of young relationships start of as trial and error. The point of interacting with the opposite sex is to gain confidence and to bridge the gap between misconceptions. It's normal to feel nervous around a crush, but you have to remember do you want to stay in your comfort zone of just crushing, or do you want to get to know him better as a person?
There is no reason to just go up to him. I doubt people just walk up to each other. It would seem strange. Well at least he starts conversations and maybe you can build on those. It's important that you don't put people on pedestals, as if only popular people are worthy of love and attention.
