This guy is scared sh*tless of me - how do I get a date with him?

Ok so I knwo this guy who works at a store in the town where I live in, and he has known that I like him, adn he even told me that he got a job there in a lengthy convo online months before.The thing is...( Ive been attempting to talk to this guy for quite a long time) He used to come into my work and when I was friendly and talkd to him he would mumble. Now I have gone into his work and he has been ducking under the counter and looking away and looking busy so I felt there was no oppourtunity to talk to him. I have ( accidentally) ignored him back when I wasnt a very confident or outgoing person and since Ive grown up a bit I feel I have reversed roles. He is quite shy. But my question is, would a shy guy act like this ( avoid you ignore you, yet talk to you much online?)if he liked oyu even a little? I am confused and I dont know how to make my next move. This is the only guy I have been thinking about for quite a long long long time and I have to do something about it help! I have the guts and confidence and there never seems to be an ok/open moment for me.What do these reactions mean?
