 Only about 5% of men are 7" or longer, and unless your hands are unusually small, you're asking for a similarly above-average circumference. Circumcision is still fairly common in many places (especially hear in the U.S. where I am), but in England it's sitting at about 16%. So the chances of finding a 7" long, 6" around, circumcised English man aren't terribly great... not to say that there aren't any, or that this is unreasonable for a "perfect" man as long as you understand that the man you love may not be perfect.
I'm more concerned that you say "perfect man" when you mean "perfect penis". A man is far more than the size and shape of his trouser snake. Even a 5" long, 4" around man can do wondrous things that many 8" long men are too cocky (pardon the pun) to feel they need to learn how to do. And even sex is just part of a rich, mature, loving and supportive relationship.
But if all you're thinking is a fantasy about the perfect size for a man, ideally, in a hypothetical world where you could build a man from parts to fit your dream? Yeah that's not bad at all and I'm sure it would feel rather good.

 I think you shouldn't limit your 'Perfect Man' to three categories(Length/Girth/Circumcision). There are so many other qualities/attributes a guy can offer a girl aside from their penis.
