You don't have to say the exact words, "I like you."
You can try teasing them gently, with a smile, "I might consider dating you if it was down to you and ________[fill in name of current teen idol]. But only then." *big smile and a giggle, which shows that you do actually like him*
Keep it light and bright and don't get too serious.
Now, if it's someone who is basically off-limits, like a teacher or someone much older, I'd just admire them from afar. Saves a lot of embarrassment and trauma later on.
Why, are you having trouble letting them know? And do you feel you HAVE to let this person know?
