Its sort of been a little awkward ever since, but i could be looking into it. Then he tells me he hooked up with his Ex over new years and she wanted to get back together but he said no. I don't know if i should tell him i have feelings or just not waste my time.

I believe it is proper in all respects that men should make the first move. It wouldn't hurt if women could give a hint for the man to make the move. But if the man couldn't get it because he has a different motivation in mind, I believe you should shop elsewhere.
This stuff happened to a girl, two (2) years back and she forced the issue. I wasn't attracted to her and wasn't ready for her because my focus is in another woman.
My suggestion is maybe you should be friends first then see if this man re-orients himself to focus on you.
