Should I say hello or wait till he does?

I do a gym class and it's normally with the same people and this guy, for my first class got my mat when I was a little late and he would catch my eye quite a lot in the mirror in front and definitely 'check me out' and show of his muscles every now and then. Now every time I see him, we sort of like half smile at each other and it's almost like he wants to say something. I've done about 3 classes with him.
