She might've been hurt in the past by other boyfriends of hers, blaming herself and might be afraid of getting hurt again. I think you should talk with her and try getting some answers out of her about this situation. If there weren't any guys in the past, then I agree with the other answers. She might not like you as much as she says or as much as you think. And of course, she could've cheated, and lied in the past to other boyfriends and is giving you hints.

im sorry mate, but if she loved you she would be willing to take a chance. theres a reason she wants to let you go, although she isnt brave enough to say it to you.
