I've done some research and they can perform it on me even though I'm not overwieght. I'm average but much chubbier on the thighs and tummy and I want to get rid of the extra fat! Exercise or diet doesn't help. I just lose weight in places I'm already slim. What are the risks?

If you have more than enough money why would you go to another country to get it done? why not stay where you are and look around?

I vote no!
I've had plastic surgery... over a year ago and I still have pain and numbness.
I don't recommend it for cosmetic reasons at all EVER.
as for going to another country... if you have enough money why would you want to go to another country to do it?
I think about my surgery and there was no way I could have stayed in a hotel for my recovery... the drains alone are daunting... I needed 24 hour a day care for over three weeks.. the thought of travel by car was horrid... by plane no way in hell...

You are in the 22-25 age bracket so my advice would be DO NOT do it. And specially not in another country.
The fat will return. The results can be horrible. People die from plastic surgery more often then you properly know.
I would honestly suggest you consult your doctor, perhaps consider spending the money on a trainer, because you CAN get rid of that fat with work out & diet (and I don't mean a diet where you eat nothing, but a diet where you eat the RIGHT things for your body and metabolism.)
If your doctor thinks it's a good idea, have a consult with a plastic surgeon in the US. (And you need to do a LOT of research to find one in your area who isn't in a wrongful death or other lawsuits). Get a consult.
And if you want to know the risks... again TALK to a doctor.
