I always exfoliate, soften the hair with warm water, use a quality razor and a mosturizer as shaving cream and as a lotion afterwards. What am I doing wrong?!? I've tried nair but the same thing happens, and waxing is too scary. I read that after shaving a few times this will all stop, but it never has after 254843 times. I've tried shaving downwards but the same thing happens, and I want it to be smooth anyway. I don't think any of my friends have this problem. Please help!!

don't shave it.
You probably have super sensitive skin and shaving will only make the hair get tougher and tougher. It is also really important to put a soothing cooling cream on the skin.
Shaving is also not good for you because you can get ingrown hairs and if they get infected it is horrible.
Ask a Laser Hair removal place near you if they have any after school work, even tidying up and sweeping the floor, and tell them you are saving up for laser hair removal, because they might give you a discount if you work there.
Or get a job after school like a big supermarket place or selling things and save part of the money every week towards Laser hair removal. And at Birthdays and Christmas ask for gift vouchers to the Laser Hair removal place. It is not cheap but it works really well.

Your friends might have this problem, you don't know unless you've asked them.
Shaving in the opposite direction, that is the only way to make it real smooth, is probably what is causing this for you. Just stop trying to make it baby smooth down there, as the smoothness only lasts one day anyway. What's the point? If you do a close shave, but downwards in the same direction as the hair, hair will still not be visible even if you can feel stubbles with your hand. But no one else but you are going to touch you down there anyways, and the ones that might touch you there shouldn't care.
Im assuming you shave because of bikini-line, right? Try to not shave the entire area, but only the bikini line, and just trim the rest with a scissor instead.
Some people just get this reaction, and there's not much to do about it.
Btw, do you use the same razor elsewhere too? You must keep one razor for your intimate area alone, and not use that razor anywhere else because of bacteria (which could be what is causing the pimples). Also rinse he razor well after and before use, with hot water. And remember to change the razor every now and then.
