Whether your dog should have been running loose or not is beside the point.
The truth is your post lady should have been careful to look and see if the driveway was clear before backing out. She was negligent in not checking and worse still in just driving away.
I would advise you to get in touch with your local humane society or RSPCA and report her actions to them.
There are legal consequences for cruelty (whether through carelessness or deliberately inflicted) to animals.
I'm sorry for your loss.......

I'm sorry you lost your dog. Losing a 4 legged family member is never easy.
Maybe your dog shouldn't have been running loose (nor your nephew) in a place where cars drive? That is all I can think off.
I would contact a solicitor if you want to go after her for the money and file a police report.
