Seriously. My last girlfriend had to tell me after we started dating that she had been flirting with me on multiple occasions and I simply didn't notice. I'm dense. So saying something that sounds perfect, some witty, charming hint that you're interested... might completely go over a man's head.
Now what would be ATTRACTIVE to any particular man will vary immensely. Some men love girls that wear skimpy clothes, while others prefer more modest girls. Some love brains in a girl, while others are intimidated by intelligence in a date. So I have no clue what will make the guy you're thinking about interested in you, but here's my advice (for what it's worth):
Replace playing games with action. This is the 21st century and it's no longer taboo for a girl to be a bit more forward. If you wait for him to notice you, he may never. Ask him out. You can do it casually and in a calm, friendly way. You can invite him to hang out, or ask him to join you at a party, or just see if he'll grab coffee later. But if you make the first move, you WILL have his attention for good or for ill.

reader, anonymous, writes (1 November 2009): It's hard to say, not knowing exactly what your situation is or the context in which you're asking. But if there's someone you like and you want to get his attention just talk to him. Say hello and strike up a converstation. And when you do make a point of asking about him. Get him talking about his interests and what he's into. Express an interest in hearing more about those subjects.
