As far as I know, if she's been using free clinics, your husband does NOT have to reimburse her for medical bills if it's his child. However, a judge will take a look at his income and based upon it, will decide child support payments. He is NOT responsible for the woman's expenses no matter what-only the child's. He can actually file a complaint or sue if she spends the money given by him on herself. If medical bills for the child come up, he is supposed to contribute (depending on the judge's ruling, a percentage can be set, he pays 50% or something). Mostly though, if the mother is still eligible for free clinics after the court ruling, she can still use them and can't force your husband to pay for something else. If the child is put on his medical inssurance, problem solved.

If she is using free clinics for medical expenses then no, but whatever she has paid out towards medical expenses for the child then your husband will have to pay half of these bills right up until the child is 18. He will also have to pay mainteanance for the child.
