If the girl is tight or dry my penis seems to get discouraged after 1 or 2 attempts and will only get 2/3 hard. Its like unless it goes in smoothly right away there is a problem. Even if I masturbate and get very hard my penis softens up instanly for intercourse. This is more likely to happen if I've already had sex and orgasm within the last few hours but still horny . WHAT"S GOING ON? and how do I FIX it??

I can see why that may be of some concern mate. But as I said before try not masturbating if you can. It may take a wee while but I'm sure this may be the root of the problem.
If you still have problems maybe go see a sex therapist or your doctor, it could be a physical problem with diet or something else.

Sometimes even if shes wet I have this problem. It's like my penis doesn't like vagina sometimes (nervous laughter)

If its too tight or dry well you shouldnt be putting it in there anywhere. Have you heard of oral sex ? Or foreplay.
It's where the girl gets nice and lubricated so there is no problem fitting your penis inside her. If she isnt lubricated she isnt ready. Are you just giving her a few pecks on the lips then jumping up and diving in?
Also , don't masturbate so much, this can cause you to lose your erection as the hand simulates a vagina of sorts and if you don't get the same grip in the vagina. So try not masturbating for a few days before you next have sex, go down on your girl get her excited and you may just be surprised at the results.

1) try saving yourself for intercourse
2) try lubrication
3) try foreplay with the woman to get her wetter
Both of these will help you with this issue. It's not as uncommon as you think and all of these will help you. Also a partner who can work with you and help you along is the better than all three above.
