Have you talked to her about it?
She may have been told it is the man's job to initiate things.
Tell her you would find it really really great if she were to come to you. And when she does make sure you give her an extra good time.

When you do start, if she responds then why do you have a problem? As long as she looks like she is having fun let it be...
Maybe she feels that if she initiates and you turn her down, she won't be able to handle it... It could be that your sex life pattern is such that she knows when to expect it from you... and is happy with that much.
Do you discuss sexual lives at all.. what turns you on, what turns her on. Masturbation, fantasies? If you do then mention it to her then. Lead her into initiating it otherwise...
