I know this is a silly question, but have you asked her if there is a problem??
She is not exactlly turning you down, but at the same time I wonder if there is more to this than meets the eye. Maybe she has a problem, and has gone off sex.
The best relationships are the ones when a couple talk their problems through, and try to resolve whatever it is thats bothering them.

You should NEVER have sex with a woman if she does not want it. This is rape.
A woman can lubricate herself without being turned on or enjoying it.
You can cause damage if you have sex with her without lubrication so the body responds to protect itself.
