If you don't have the genetics then your legs will never grow substantially. It does not matter what type of lifting you do. Plastic surgery is a possibility but be very careful when selecting your plastic surgeon. If things go wrong, the result could be a disaster. Do your research.

What is bothering you is fashion, body parts and what is considered "hot" go in and out of fashion and it is sad that people judge themselves by this superficial standard.
You may be too young to know this actor, but Paul Newman, hated his thin legs too and often commented on them.
He at one time was The Hottest Man alive, he and Robert Redford...so his skinny legs did not hold him back.
Dress to flatter. Don't wear tight pant styles if they don't flatter, wear the loser straight leg jean with an all over dark wash, no fading, whiskers and any of that nonsense and you will look Fine as in handsome...
Baggy long shorts are another no, no, and frankly are an immature style worn by many men in their thirties that should have stopped wearing them past the age of 20.
You do the same. Go into a fine men's clothing store and ask for some help on choosing pant and short pant styles that work for you. A professional outfitter can do wonders to help you rock your own style...so don't be afraid to experiment and ask for help.

What are you doing in the gym?
If you want to put weight on your legs then don't run, don't bicycle. Do squats, leg extensions and calf raises. Lift heavy. Have someone watch you with the squats for safety. Don't do weights that you can lift more than 6 times if you are really pushing your self. Don't do more than 4 or 5 sets of each. Then go home and eat more and sleep more.
