My old flatmate tends to drink too much and then step over the limit with me!

Hi all!

This question is regarding my old flatmate. He really behaves strange sometimes. Last December he visited me and well, we kinda kissed- not on the lips. When I was visiting them a couple of weekends ago, I hung out with him and a friend of his. He tends to drink a little too much and whenever he does he starts kissing me on the cheeks and the neck and holding me. I find it rather embarrassing, not to mention awkward. He doesn't do this when he is sober and never mentions anything. How do I tell him not to. The most I have done is not respond, wiggle away. I don't even understand why he does this! Never does it when we're hanging out with my ex-boyfriend, who lived in the same flat, with whom I am still friends.
