If you want you children returned to you, you must be clean and sober, have means (income) to support all 3 of you and have a clean and safe home environment where all 3 of you can live.
If you meet these requirements, you should speak with a lawyer who specializes in your country's family law. A lawyer can best assist you with regaining custody of your children.

You are the children's mother, so they deserve to be with you unless you are unfit to look after them. Any court in the world would not keep you from your children unless they see you unfit. So get yourself a lawyer and fight for your children, they are your children you need to fight for the right to get them back. Good luck.
