Simple idea then. Rather than buying something for him, DO something for him. Maybe make some pictures of yourself for him, or make a pile of christmas cookies for him, or arrange for an uncommonly perfect evening with him.

That's typically what we say if we suspect your budget might be strained, or that we'll end up with a lame gift anyway.
The only way he might be offended would be if your budget is significantly higher than his, and he feels trapped between embarrassment and being forced into spending more than he can afford.
Tell him you received an unexpected christmas bonus of X amount, so you are going to spend it on him, and see if you get a more specific answer.
