I would just get up and leave next time she does this,don't say a word,just go. If she comes after you then you can talk and tell her you've had enough of her bad manners and disrespect and need some attention. If she doesn't come after you, then its time to move on...

 You need to sit her down, without her phone, and tell her exactly how you feel, that yoy would like to spend more time with her and have her full attention.If she doesnt like this or does not change her behaviour after your talk you may need to think about moving on as you are worth more than this and it honestly doesn't sound like she is that into you.
