That depends on who's abusing her. Anything from police to child services to a school principal etc. It completely depends on where this abuse comes from and in what form, and her age and relationship to this person.

You don't state who it is that is abusing her? If it happens to be her parents, and they are physically hurting her well then tell her to go to the police so that she can be protected. Nobody has the right to hurt another human being. Be there for her and show her support but she needs to do the right thing before things go to far. Good luck.
