the human body is not symmetrical. ONE side is always larger than the other.
If your male friend has large breasts (Gynecomastia)

he should see a doctor and have a physical to rule out medical issues that can be resolved.
IF there is no medical and correctable reason for this (and that's common) then he can see a plastic surgeon to have it corrected
BTW as a public service announcement.... MEN (even those without Gynecomastia can get breast CANCER

There's a reality show in the US and a man came to the office because he had lady breasts. He was uncomfortable, couldn't wear certain kinds of clothing, etc. He had plastic surgery and had they looking more like a mans chest. They actually show the before and after. You don't see often, but it's not unusual. It's not life threatening or health issues related. At least, that was the case for the man in the show. If he's really concerned in regards to his health, tell him to go see a doctor just to easy his mind

two aspects:
one is a hormone issue and he needs to see the Doctor to get this checked out.
the other issue is excess weight. If he is over-weight then getting into some exercise and doing some weights will help whittle the male breasts down.
However it is more likely to be a hormonal issue that the Doctor can fix.
Why should men be any different re size of breasts? A high percentage of women have one breast slightly larger than the other. While some woman have a marked disparity in the size of one versus the other. Which is why such women with that problem choose to either get a breast reduction for the larger of the two, or augment one breast with a saline insert in the small one, to even up the look.
And yes, men do sometimes have a breast reduction operation, where the man has very pronounced man boobs, which is the same operation as women have to have a breast reduction.
hope this helps? First port of call for the guy should be his doctor and then a request for a referral to a specialist if required.
