At 16, no way.
And if she's medically able to? You'd have to ask her doctor. But at 16, there is no way anyone would allow her to carry anyone's baby.

Ask your doctor, and your friend. Seriously, even if anyone here was a qualified physician, you haven't told us anything about *why* she can't have kids. For instance, as fi_the_tree pointed out, if she's just missing eggs, she may be able to carry. If she's got a physical problem with any of the birthing/pregnancy organs, then no, she can't.
I'd focus more on just being there for your friend, at least for right now, rather than trying to come up with a way to fix her problem on your own. This kind of news can be devastating.

Depends on her circumstances. Do you know exactly why she can't have children? It may be because she can't produce eggs, in this case then it is possible for artificial insemination into the womb.
There may be problems with her womb itself, in which case sh may not be able to become pregnant at all.
She's only 16, still very young. encourage her to do some research. Adoption is another route to follow if she has her heart set on having children in later life.
