Small claims court or an eviction notice. Scare the bugger that you are serious about kicking him out.
If the house is rented then why not get your landlord to come and threaten him with eviction so you can get a new House Mate.
Either that or you could start taking his stuff to a pawn broker, using the money to pay the bills and giving him the ticket so he can go and buy it back in his own time.
You can't just roll over and let him play you like this, go full whack.
I also think you should seriously question why you are engaged to be married to a man like this. Is he going to be like this about paying for the birth of your kids?
If I were you I'd tell him it was over and move out yourself.
