 Move on he is just playing with your emotions and its not fair to leave you in limbo like this. YOu can try and ask him once more for another shot but it is has to be a full relationship not just his terms. Good luck x

 I guess the right answer here is that he doesn't want a relationship. Whether he has feelings for you or not is irrelevant, in the end. He's not with you.
Maybe he felt like sleeping with you again, and now is afraid of what it might bring along.
If I were you, I would try to move on. He could be in a relationship with you if he wanted. You could end up waiting forever and turning down good guys while you wait for him to make up his mind.
