One of the first things a child learns to do when it develops sentience is lie.
A human trait.
But at the same time the child must be discouraged from lying too much.
A little white lie here and there to keep life running smoothly is essential. If we were all brutally honest at all times, life would not be so bearable.

It's probably just a phase.
Make sure you reward him when ever he's honest (although he's obviously got to be punished for doing what ever it was he's lying about) and don't just have a go at him for taking this long to come clean.
It could be something to do with him being the youngest and the older ones always getting in trouble and him being too young to be punished - so now he's got to face up to the music he can't cope.
Give him a bit more resposibility and make him feel like an adult, then he might stop hiding behind being the baby and hoping someone else gets the blame.
