a bit of lip balm and a touch of brown mascara is more than enough for you.

Skip the eyeliner. Use only mascara, and only on the upper eye lashes. That makes your eyes look bigger. Never use eyeliner under the eyes because that also makes them smaller (unless you've got huge eyes and want to make them look smaller).
Then use blush. Find the colour that is most similar to your natural redness of the cheeks. This will look discrete, but highlight your features. Your eyes will in return get more focus. Don't paint your lips, painted lips draw attention away from the eyes.
If you want more attention to your eyes don't have long bangs, as they get in the way. Or style your hair in ways that are suitable for your face, as such your eyes will also be highlighted.
Old thumb of rule when it comes to make-up: make up isn't supposed to be seen. It's supposed to look natural. So don't over-do.

Skip the liner. It can make you look way overdone. I'd just stick with some good mascara (I like Cover Girl Lash Blast Fusion and L'Oreal Voluminious Million Lashes). (I do one coat of the Cover Girl, then one coat of the L'Oreal). Put an eyelash curler under the heat of a hair dryer for a few seconds, let it cool for a few seconds (so you don't hurt yourself), curl your lashes, then apply the mascara. I do this every day and ALWAYS get compliments about my eyes.

Well your mom is right, most girls your age wear WAY too much eye makeup. What I can say is go easy on the eyeliner. It will also look more subtle if you don't use black or a very dark color. Depending on your eye color try brown (works with any eye color), gold/copper, or gray and apply with an light hand. Someone once said this on here and it was brilliant, eyeliner is not an accessory, it is an enhancer. You want your eyes to pop, not your eyeliner.
You can have more fun/be more playful with eyeshadow colors. A glittery gold/champagne/taupe color is always appropriate for the under 30 crowd and looks great during the day but not over the top. It's a good thing to just wear daily. Lilac is very in right now and is light enough to wear during the day and works great with brown eyes. You can never go wrong with taupes/browns.
Stay away from dark or overly fluorescent/bright colors and you'll be good. And don't apply more than one layer. A good idea for picking a color scheme is to go to a department store and just ask. The ladies at the makeup counter will tell you what to do.

Depends on your eye color, for blue; silver, blue, violet & pinks (light) & brown. Green eyes; silver, pinks, browns. Brown eyes: green, pinks.
& if you want some mascarra, nothing to much; plus natural beauty is best:)
