 Don't try to rush things sugar.
You are still young and have plenty of time to think about boys and such. You are still a kid so be one at least for awhile longer.
In answer to your question, just talk to him. He will respond. It sounds like he does like what he sees but doesn't know what do do himself.

 It sounds like he likes you. Valentines Day is coming up which gives you a perfect opportunity to tell him how you feel. Go for it. Even if he says he doesn't feel the same way the worst thing that can happen is a few seconds of embarassment and the best thing that can happen is the most amazing feeling you've ever had IN YOUR LIFE!!
