 A sophomore dating a freshman is not creepy at all. You need to just get up the courage and talk to her. Walk with her to her next class, sit next to her in class, etc... Just strike up some conversations. If she's friendly, ask her out after a little while.

 Lets be honest here.
Firstly figure out how to be around her more, make friends with her friends etc.
Smile at her and talk to her as much as you can, then suggest doing things together (movies and such)

 well just because you are a sophomore and she a freshie does not mean you are a creeper.
I agree you just need to smile at her... and say hi
and talk a bit...
and then you can say "hey wanna do something this weekend"
but have a plan... grab a movie or something.... and a bite to eat... I always liked those dates in high school.

 You need to get to know her better. Talk to her more often when you get the chance, just as a friend, and maybe then start including her in your social activities. You may well grow closer. If she starts liking you As more than a friend, then great! If not, at least you will have made a new friend :-)
