Then he told me that he was from Japan, which I knew, and then I introduced myself and I told him I lived Just across the street, he was surprised. Now for my question: what should the next step be? I still havent met his son or wife but at least I met one of them he seems really nice. What should I do? Thanks again in advance!

If I were you, I would just wait until you meet up agian in the street and carry on with your polite conversation. Just keep things ticking over and gradually build up a friendly rapport. If you see his other family, then you simply say "Hi, I was talking to your father/husband the other day about your dog........."
