Normal. Depends on every woman, some women don't do it, some do it occasionally. Some have to do it otherwise it would be uncomfortable. Everything is normal. It is particularly common if you are not as moist as you describe. It's plain physics, how can he slide in easily if there is too much friction? He can't, unless he will cause you pain by forcing his way in.
If you find it hard to get moist enough (sometimes the body isn't reacting the way you want it to), buy some lubricant. Preferably without any flavour or scent, and stay away from anything that says "tingling", because it can actually sting you and be painful.

This is probably just because you are not wet enough make sure you both have plenty of foreplay and maybe even use lubrication. Dont worry though all female bodies are different and there is nothing wrong with you.
