There are different forms of attraction. You could be emotionally attracted to one gender, and physically attracted to another. Visit www.FBKradio.com where you can listen to an interview I did with a bisexual woman on this topic. Listening is free. It will give you some insights.
I doubt very much this is a low self esteem issue at all. Low self esteem will not make a person be attracted to either gender.

Low self esteem will not make you sexually attracted to women. Are you attracted to men sexually or are you just able to say "oh he's handsome"? Do you ever imagine or fantasize about having sex with a man? Do you want to date a female? What were your reasons for not being intimate with your previous boyfriends? It is possible you are gay or maybe bi. Sometimes women can find other women sexually attractive but wouldn't necessarily act on it or may have sex but wouldn't actually be in a relationship. It's hard to say. Maybe try going out with a woman and see what you think. Sorry if I wasn't of much help.
