 Does it happen often? In that case I guess it could be a weird way of showing off, or teasing. Perhaps she wants contact. But, if it just happened once or twice it might be coincidence. Are you sure she was looking at you, because if she was far away from you then it could have looked like she was looking at you even if she was just randomly looking out the window.
If you do not know this woman however, I suggest you stay away until an appropriate moment for contact arises (say you meet her casually at a party or something, and do not bring up the shower-thing...)
