Is her being still a teenager and still in high school, and me in college, 1 year shy of being able to purchase alcohol going to not allow this relationship to happen?I know its only 3yrs and it dosent matter THAT much, but you have to place yourself in her parents shoes, will they not see past my age, because i am truly a nice guy who would never take advantage of anyone.

I don't think that three years is a big age gap atal, people still have successful relationships with much bigger age gap than a mere three years. Personally i don't think her parents will mind, i would be very suprised if they had issues over this small age gap. Go ahead and ask her out, and just let the chips fall where they may.
All the best & good luck
