Is she just as shy as I am?

There is this girl aged 16, she is my friend's sister. As the reserved person I am, I don't talk too much. At first each time we meet we hardly alter words to each other but recently each time I approach her wanting to greet her she smiles uncontrollably and shakes me by my hands and this has been repeated often when we meet. Does it mean she might have a romantic feeling for me but is too shy to express it as I am? If I approach do I stand a greater chance to win her love or she is doing it for friendly sake. Please I'll be happy to hear some positive detailed advice and response. Thanks
