-- Is she the kind of girl who has some obvious reason NOT to consider you a romantic possibility? Is she way "out of your league" in terms of attractiveness, social circles, etc? Is she totally not your type whatsoever? Has she dated/dating one of your friends (which might make you off-limits in her mind)?
-- Does she do this with a lot of other guys that she's "just friends" with?
If neither if these things applies, then I would think she may well be interested in you romantically. If everything pointed to you being a romantic possibility, then she would probably be a little more careful about the impressions she gives you.

 Its hard to tell if she likes you or not but personally I don't think you should worry if she fancies you or not first of all you need to ask your self if whether you like her or not because if you do then its a great opportunity to go for it but if you cant stand her then send her a clear message.
