 It's ok to have sex at your age. There is no certain time frame to have sex with someone. But if you have to ask, then you are not ready, so wait until you feel ready and you don't feel you need to ask someone.

 Only you know when it is the right time to have sex. If you think you are ready to have sex then go for it, but judging by your hesitance I'd say maybe wait a little bit longer.
When you do decide to have sex though be sure to use the proper contraceptives.
Don't let him pressure you into having sex. Do what feels right.
