Some people don't need a lot of sleep. Although an average adult requires 8-12 hours, some people can function on less. However, given his behaviour and the physical evidence it is possible that he is using stimulants to keep going such as amphetamines. I don't think you should approach this in an accusing way. Instead you should gently raise the issue with your mother. Ultimately if your step-father has a problem then it would only be effectively be treated when he is ready to acknowledge he has a 'problem'. Being discovered and confronted by his partner maybe the trigger for this recognition, but some addicts carry on for years denying anything is wrong.
