Aw, sweetheart, you are 13 years old! what you describe is normal enough, even for a grown man...and you have some growing to do yet!! Do relax, you are absolutely normal.
And don't get hung up about it..its not what you have but the way that you use it anyhow. But you have plenty of time to learn about that. For now, just enjoy being 13. Its a wonderful time and gone all to quickly. savour it, sweetheart.

from what i understand, you are still growing, and won't know your finished proportions until you are older. so that part about 'just relax' is completely true. you are on track.

What size it is when it is not erect is completely and utterly irrelevant to anything. I had a boyfriend with a much larger than average size when erect, but when it was resting lol it was just like a tiny one on a cupid statue, or one of those Greek or Roman statues ... it was v cute and i liked the difference between the two sizes! (big john, little john, that's the way it goes ... ; ) (if you remember that crazy tv series)
What size you are when you are erect is just fine and smack bang normal - you are not the smallest and not the largest, but you are plenty big enough lol, no prob. So relax : )
