When I asked him for coffee he says it is not a good idea as he is afraid we will go back to where we were before but ever since we broke up he has always said we will meet up again for coffee or a drink. It is always 'next month'. I guess I still like him a bit but am not sure if he is trying to be gentle or just keeping me on the back burner.

I think it is important to put some distance and time between your breakup and your friendship. I don't know how long it's been since you broke up but I would say a good 6 months is time enough. If you still feel like going for causual coffee then give it a try. I agree with your ex that getting together too soon could have a backwards effect on the breakup. If you are still having feelings about him maybe he can sense this and he doesn't want to hurt you or feel guilty if he sees you. Give it some time.
